[Access-ip] CLAIMS RETURNED policies/practices

Hi, folks.

With a high-volume of check-ins and crowded stacks, I'm guessing we're
not the only ones perennially struggling with this thorny situation. Has
anyone addressed this issue head-on, or do your libraries tend to handle
these situations on a case-by-case basis? If anyone has formal
guidelines and/or procedures, would you be willing to share what you've
come up with? Thanks for any feedback.
