[Access-ip] Periodicals questions

Hello, all,
A couple of questions for those of you with Current Periodicals responsibilities/experience:
1) Do you maintain a collection of popular titles, access to which is mediated ("Ask at Desk" label on open shelves,
issues behind the desk)? If so, do you charge out those issues on your circ system, or ask users to write their name
on a card, or what? I'm considering putting the most recent issues in those red-spined periodical binders, and putting
them out on the shelves. Can anyone share current experience/practice?
2) Anyone *not* binding any of their current periodical collection, but shrink-wrapping and sending directly to
storage instead? If so, can you summarize your procedures? Selected titles, only? Do you create an item record for
the shrink-wrapped volume, to facilitate retrieval? Other issues with requesting, subsequent binding, maintenance?
I'd be grateful for any insights you have!
