[Access-ip] Replacement Fee question

Trevor,

Chicago charges a $25 processing fee plus a $75-$100 replacement fee. 
Patrons can avoid the replacement fee by supplying us with an unmarked 
replacement of the same edition of the lost title, but they still are 
required to pay the processing fee.
