[Access-ip] Fines; Was: Fees

Steven,

Do tell!  Do you have any literature or data you can share about getting 
rid of fines?  We are currently brainstorming a positive reinforcement 
system, where patrons would get rewarded for good behavior (returning 
recalls on time) by receiving extended loan periods.  This is very much 
in the preliminary stages, as our Systems person recovers from 
laughter-induced coma after we brought it up.  I would love any info you 
can give on your process and feedback from patrons and staff.
