[Access-ip] Replacement Fee question

at Penn State we base replacement cost on Yankee Book Peddler's "New 
Title Output and Price Report by Subject Classification." 
http://www.ybp.com/title_reports.html.  So, for an LB the replacement 
cost is $53.00 and a TD is $130.00.
