[Access-ip] rules or practices for barcode placement

At Temple - when we first started barcoding books - we put them on the
inside of the front cover. When we started looking at the 3M self-checks 3M
advised us to place them on the back cover, which makes them much easier to
check out on the self-checks. So we're been doing for about 10 years now.
