[CPSLibraries] reminder about using Pass/Fail option in Gradebook

As the end of the quarter nears, this is just a reminder about a few
things. The Pass/Fail option should only be used by librarians who have
approval from their school administrators. In order to have a Pass/Fail
grade appear on the printed report card, the librarian must use the
override option. Even if you have been entering assignments throughout
the quarter as P or F, this will not result in a final grade of P or F
unless you use the override. If you have any questions, please call me.
